Iran nuclear talks in final stages ahead of deadline

Vienna - Efforts to secure a long-term deal on Iran's nuclear programme are in their final stages. The latest deadline, after being put back three times in two weeks, is set for midnight on Monday.

A meeting of the so-called P5+1 group of foreign ministers - U.S., UK, France, Russia, China plus Germany - with their Iranian counterpart Mohammad Javad Zarif, was due to be held at 9:00 p.m. local time. High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini will also be at the meeting. Russia's Foreign Minister Sergei Lavrov said there was a possibility an agreement could be reached on Monday night. Iranian President Hassan Rohani is to make a televised address at 5:30 p.m. GMT.
  French Foreign Minister Laurent Fabius said he would have "something to say" during the afternoon. Mr Zarif has promised he will negotiate "for as long as it takes", indicating that the deadline might not be met, but sources close to the negotiators have said an agreement was "imminent". The deal has already been put on paper, according to the BBC. The 100-odd-page document is said to set out in detail the conditions for the overturn of sanctions against Iran and the guarantees that Iran must provide to verify that its nuclear programme is not geared to the production of atomic weapons.
  The BBC reported that the document had been drawn up with the utmost precision to avoid any future misunderstandings over the commitments made. Iranian sources said the agreement provided for the lifting of the arms embargo in Tehran, along with a specific UN Security Council resolution, leaving only a few temporary military restrictions in place. According to the same sources, and more importantly for Iran, the deal should lead to the overcoming of any recourse to Chapter 7 of the UN Charter, which deals with threats to peace, as regards Iran's nuclear programme.
